Letter From the Committee Chair

November 2016, brought strong community and voter support with the passing of Measure X, a $748M Proposition 39 bond program. This program will get underway during the 2017 – 2018 fiscal year, but initial expenditures did occur and were subject to audit in the period of this annual report. The focus of this measure is to prepare students and veterans for jobs or university transfer. The colleges are both reviewing their project lists and priorities at this time, in preparation for the start of the Measure X construction program.

The Committee wishes to report that, to the best of its knowledge, the San José • Evergreen Community College District is in full compliance with the responsibilities as described in Article XIIIA, Section 1 (b)(3) of the California State Constitution, which address bonded indebtedness incurred by a community college district. We encourage the community to visit the Measures G and X website for additional information about the projects and expenditures, as well as our planned meeting dates and times for the coming year.

The Citizens’ Bond Oversight Committee is pleased to present its 2016-2017 Annual Report on the District's three general obligation bond programs. In 2004, voters in the San José • Evergreen Community College District approved a $185M general obligation bond initiative, Measure G-2004. In November of 2010, the voters again demonstrated their confidence in the District and passed Measure G-2010, a $268M general obligation bond initiative. In November 2016, the voters again supported the District by passing Measure X, a $768M bond initiative. These bond measures, established under Proposition 39, have the common goal of improving and equipping the teaching environments to better serve our students' needs. The Committee and the District wish to thank the community for their continued support of our students.

Measure G-2004 came to a close with fiscal year end, June 30, 2017, when the remaining bond dollars from Measure G-2004 were expensed. The San José • Evergreen Community College Extension in Milpitas, Evergreen Valley College’s Central Green/Arts Plaza, and San José City College’s Physical Education Gymnasium project were the last three projects to receive Measure G-2004 bond dollars. These projects are jointly funded by Measure G-2004 and Measure G-2010, and the projects will be completed as part of the Measure G-2010 bond program. The final audits for the Measure G-2004 bond program were presented to and accepted by the Board of Trustees on November 14, 2017.

Measure G-2010 continues to move forward and make progress. This year brought the completion of many projects and the start of several others. The Featured Projects section of this Annual Report will provide you with information on this year’s activities.
