Letter From the Committee Chair

technology device charging stations were installed throughout campus. Evergreen Valley College (EVC) addressed several accessibility and site issues on campus, enhanced its wayfinding and monument signs, proceeded with its campus wide exterior painting project. The Gullo II Multipurpose Room remodel was initiated to create campus-wide community event space and a conference room. The new Student Services Center design work began and Cedro Hall classrooms, lobby and main entry renovation was well underway. EVC also installed technology device charging stations throughout campus. At the San José • Evergreen Community College Extension at Milpitas vehicle charging stations were installed. On June 2, 2020, the District maintained its excellent credit rating and successfully sold its second installment of the $748 million Measure X bond measure to fund the next cycle of construction projects. The bond sale totaled $425 million and was comprised of both federally tax-exempt and taxable bonds.

The Committee wishes to report that, to the best of its knowledge, San José • Evergreen Community College District is in full compliance with the responsibilities as described in Article XIIIA, Section 1 (b)(3) of the California State Constitution, which address bonded indebtedness incurred by a community college district.

The Citizens’ Bond Oversight Committee is pleased to present its 2019-2020 Annual Report on the District's two general obligation bond programs. In November of 2010, the voters demonstrated their confidence in the District and passed Measure G-2010, a $268M general obligation bond initiative. In November 2016, the voters again supported the District by passing Measure X, a $748M bond initiative. These bond measures, established under Proposition 39, have the common goal of improving and equipping the teaching environments to better serve our students' needs. The Committee and the District wish to thank the community for their continued support of our students.

Like all of us, the Measure G-2010 and Measure X bond programs were faced with an unprecedented challenge when the COVID-19 pandemic struck in the spring. The planning, construction and management teams worked diligently to keep the bond projects moving forward, while complying with the evolving public health and safety orders. All meetings and planning activities moved to an online format, and --- after the initial two-week period of the shelter-in-place order --- construction was able to resume on essential projects with additional health and safety requirements in place. This committee also moved its meetings to an online format and continued its bond oversight work.

Despite the challenges this year presented, there are many accomplishments to report for the year ended June 30, 2020. To highlight a few, San José City College (SJCC) demolished the Auxiliary Gym and Building K and initiated the demolition of Building 300 to allow for space for the construction of its new Career Education Complex. It also began its site improvements and underground utility preparations for its new Maintenance and Operations and Emergency Operations Center. The Library interior was upgraded, design work on the Science Complex mechanical upgrades began and
